Short Historical Note
The Veterans Assistance Commission of Cook County traces its mission of helping veterans and their families to the earliest veteran relief efforts in Illinois. The legal foundation for organized veteran assistance began with the Soldiers, Sailors and Marines Relief Act of 1874, which required counties to provide aid to indigent veterans. In 1895, Illinois further strengthened this system through legislation allowing posts of the Grand Army of the Republic to administer relief funds locally, ensuring veterans could receive assistance in their own communities rather than being sent to poorhouses. These early programs established a model of veteran-led support funded by public resources. In 1907, the Illinois legislature formalized this structure with the Bogardus Act, creating what are now known as Veterans Assistance Commissions. While the Cook County commission itself was formally organized decades later, these earlier efforts demonstrate that the tradition of organized, community-based assistance for veterans in Cook County dates back well over a century.
