DISCHARGE UPGRADES (GUIDANCE AND REFERRALS)

A military discharge status can significantly impact a Veteran’s eligibility for Department of Veterans Affairs (VA) benefits, healthcare, education programs, employment opportunities, and other forms of assistance. Veterans who received a discharge characterization other than Honorable may, in some cases, be eligible to apply for a discharge upgrade or records correction through the appropriate military review boards.

The Veterans Assistance Commission of Cook County (VACCC) Veteran Service Officer (VSO) Program provides general guidance and referral assistance to Veterans seeking information regarding military discharge upgrades and military records correction processes. While VACCC VSOs do not directly approve discharge upgrades, they can help Veterans better understand the process, review available documentation, identify potential supporting evidence, and connect Veterans with trusted legal, advocacy, or specialized partner organizations that assist with discharge upgrade cases.

Common Required Documentation

Veterans seeking guidance regarding a discharge upgrade should be prepared to provide:

  • DD214 or any available military discharge paperwork
  • Current government-issued photo ID
  • Any military personnel or disciplinary records, if available
  • Medical or mental health documentation related to the period of service, if applicable
  • VA correspondence or prior VA eligibility determinations, if available
  • Personal statements or written explanations regarding the circumstances surrounding the discharge
  • Supporting evidence or character references, if available

Important Notes

  • Discharge upgrades are reviewed and decided by the appropriate branch of military service, not by the VA or VACCC
  • Eligibility for certain VA benefits may depend on discharge characterization
  • Veterans with Other Than Honorable, Bad Conduct, or similar discharge statuses may still qualify for certain benefits depending on their circumstances
  • Additional documentation may be required depending on the nature of the discharge and requested review
  • VACCC VSOs provide guidance and referral assistance free of charge
