Illinois Department of Veterans Affairs – Veteran Legal Aid

The Illinois Department of Veterans Affairs (IDVA) Veteran Legal Aid Program connects eligible Veterans, active-duty service members, National Guard members, Reservists, and their families with free civil legal assistance through the Illinois Armed Forces Legal Aid Network (IL-AFLAN). Participating attorneys provide assistance with VA benefits, military discharge upgrades, military records corrections, housing disputes, consumer issues, family law matters, estate planning, and other qualifying civil legal issues. The program does not provide representation for criminal matters but serves as a statewide referral and intake resource for free legal services.

Basic Eligibility:

• Illinois Veteran, service member, National Guard member, Reservist, or eligible military family member
• Civil legal matter within the scope of participating legal aid organizations
• Additional eligibility may depend on the specific legal aid provider

Illinois Attorney General – Military & Veterans Rights Bureau

The Military & Veterans Rights Bureau within the Illinois Attorney General's Office assists service members, Veterans, and their families with military consumer protection issues, employment rights, Servicemembers Civil Relief Act (SCRA) concerns, military fraud, and enforcement of certain state and federal legal protections. The Bureau investigates complaints, provides legal guidance, and works to resolve disputes but generally does not serve as private legal counsel or represent individuals in court.

Basic Eligibility:

• Illinois service member, Veteran, or eligible military family member
• Issue involving military-related legal protections or consumer concerns

• Copies of contracts, correspondence, complaints, or other supporting documents relevant to the issue

Cook County Legal Aid for Housing and Debt (CCLAHD)

Cook County Legal Aid for Housing and Debt (CCLAHD) provides free legal assistance to eligible Cook County residents facing eviction, foreclosure, consumer debt collection, tax deed issues, property tax matters, and other housing-related civil legal concerns. Services include legal advice, representation, negotiation assistance, and referrals to additional community resources. Assistance is based upon program eligibility and the type of legal issue involved.

Basic Eligibility:

• Resident of Cook County
• Civil housing or consumer debt matter
• Eligibility requirements vary by program

Cook County Veterans Treatment Court

The Cook County Veterans Treatment Court is a specialized problem-solving court designed for eligible Veterans involved in the criminal justice system whose offenses may be related to mental health conditions, substance use disorders, or military service. Participants receive treatment, case management, mentoring, and court supervision while working toward rehabilitation and successful completion of the program. Admission is determined through the court process and is not available through direct self-enrollment.

Basic Eligibility:

• Veteran charged with a qualifying criminal offense
• Approved for participation by the court
• Willingness to participate in treatment and court supervision

National Veterans Legal Services Program (NVLSP)

The National Veterans Legal Services Program (NVLSP) is a national nonprofit organization providing free legal assistance to Veterans and military families in matters involving VA disability benefits, military discharge upgrades, military records corrections, and other veterans' legal issues. NVLSP also advocates for systemic improvements affecting Veterans through litigation and policy work. Services are provided based on case eligibility and organizational capacity.

Basic Eligibility:

• Veteran or eligible military family member
• Qualifying veterans' legal issue

The Veterans Consortium Pro Bono Program

The Veterans Consortium Pro Bono Program provides free legal representation to eligible Veterans and surviving family members appealing VA benefits decisions before the U.S. Court of Appeals for Veterans Claims. Volunteer attorneys assist with qualifying appeals after an initial review of the case. The program does not handle initial VA claims or most lower-level appeals.

Land of Lincoln Legal Aid

Land of Lincoln Legal Aid provides free civil legal services to eligible low-income residents throughout much of central and southern Illinois. Services include assistance with housing, family law, domestic violence, consumer protection, public benefits, healthcare access, and issues affecting older adults and Veterans. Representation depends on income eligibility, service area, and available resources.

Prairie State Legal Services

Prairie State Legal Services provides free civil legal representation to eligible low-income individuals throughout northern Illinois, including Veterans, seniors, and individuals with disabilities. Services include housing, family law, public benefits, consumer law, elder law, and Veterans' legal issues. Eligibility is generally determined by income, residence, and the nature of the legal matter.

• Resident within Prairie State's service area
• Meets income eligibility guidelines
• Civil legal matter accepted by the organization

Legal Aid Chicago

Legal Aid Chicago provides free civil legal services to eligible Cook County residents experiencing financial hardship. Attorneys assist with housing disputes, family law, domestic violence, immigration, consumer protection, public benefits, employment law, and other civil legal matters. Representation is based upon financial eligibility and the organization's case acceptance guidelines.

Legal Aid Chicago – Veterans Rights Project

The Veterans Rights Project is a specialized program within Legal Aid Chicago that provides free civil legal assistance specifically for Veterans and eligible military family members. Attorneys assist with VA benefits, military discharge upgrades, housing, consumer issues, public benefits, and other qualifying civil legal matters. Services are provided based on eligibility and case acceptance.

Chicago Volunteer Legal Services (CVLS)

Chicago Volunteer Legal Services (CVLS) connects eligible low-income individuals with volunteer attorneys who provide free legal representation in a variety of civil legal matters. Areas of assistance include family law, guardianship, probate, estate planning, consumer issues, housing, tax matters, and services for Veterans. Representation depends on volunteer availability and case acceptance.

CARPLS Legal Aid Hotline 

CARPLS Legal Aid Hotline provides free legal advice, brief legal services, and referrals to eligible Cook County residents experiencing civil legal problems. Attorneys offer legal guidance over the telephone and may refer callers to additional legal aid organizations when extended representation is needed. Most services begin with a telephone intake and do not require extensive paperwork during the initial call.

Basic Eligibility:

• Civil legal matter
• Residency and financial eligibility may apply depending on the service provided

Common Documentation Requested:

• No documentation is generally required during the initial telephone consultation.
